Governor Evers Issues "Safer at Home" Emergency Order #12

Governor Tony Evers issued Emergency Order #12, or the "Safer At Home" Emergency Order, on March 24, 2020. This order requires all nonessential businesses to shut down and only allows people to leave their house for essential work or to get supplies as outlined in the order. 

After extensive communications between WPCA and Governor Evers’ staff and the Wisconsin Economic Development Corporation (WEDC) it is our interpretation that Wisconsin’s Precast Concrete manufacturers meets the criteria of “essential work” and your facilities can remain open.  Please be advised, Emergency Orders and regulatory interpretation is subject to future revisions and/or change. If that occurs, WPCA will communicate those changes immediately. The following is an applicable list of the essential businesses that can remain in operation if they provide/manufacture:

  • Supplies for Essential Businesses and Operations and Essential Governmental Functions
    • Plumbing materials
    • construction materials and equipment
    • sanitary equipment
  • Manufacture, distribution, and supply chain for critical products and industries
    • sanitation
    • construction
  • Products that are deemed “Essential Infrastructure”
  • Roads and highways
  • Flood Control
  • Any business or workers on the Cybersecurity and Infrastructure Security Agency (CISA) List for COVID-19
  • DAMS – Dam projects that include concrete sections
  • FOOD AND AGRICULTURE – Employees engaged in the manufacture and maintenance of equipment and other infrastructure necessary to agricultural production and distribution.
  • WATER AND WASTEWATER – Employees needed to operate and maintain drinking water and wastewater/drainage infrastructure.
  • CRITICAL MANUFACTURING – Workers necessary for the manufacturing of materials and products needed for medical supply chains, and for supply chains associated with transportation, energy, communications, food and agriculture, chemical manufacturing, nuclear facilities, the operation of dams, water and wastewater treatment, emergency services, and the defense industrial base. Additionally, workers needed to maintain the continuity of these manufacturing functions and associated supply chains.
  • PUBLIC WORKS – Workers who support the operation, inspection, and maintenance of essential public works facilities and operations, including bridges, water and sewer main breaks, fleet maintenance personnel, construction of critical or strategic infrastructure, traffic signal maintenance, emergency location services for buried utilities, maintenance of digital systems infrastructure supporting public works operations, and other emergent issues. Workers such as plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, and essential operation of residences. Support to ensure the effective removal, storage, and disposal of residential and commercial solid waste and hazardous waste.

This order is effective Wednesday, March 25, 2020 at 8:00am and will remain in effect until Friday, April 24, 2020 at 8:00am, or until a superseding order is issued. Please click the link below to view the entire Emergency Order.
